Paul is a Salem native and attended Brush College Elementary School, Walker Junior High School, South Salem High School, and Chemeketa Community College. He retired from the Oregon Department of Forestry in 1999. He is currently employed part-time by Lead Solutions as a Lead Paint inspector. Paul lives in West Salem and has been a Salem Electric member since 1977.

All board meetings are held at the Salem Electric office, 633 Seventh Street NW. Generally meetings are held on the fourth Tuesday of the month at 7:00 PM unless otherwise noted.
